Droutsas seems to be conducting a passive policy. I see no evidence of taking initiative, rather a defensive strategy of very low expectations. Kyprianou is truly exceptional; intelligent and very much on the know. Given the fact that ROC has been a product of adverse circumstances, The Cypriots have been able to develop a very competent political class. A authentic prototype for Greek foreign policy.
