It means that they're not authorized to live in the United States while other people have to wait years to be accepted and then a lot more years after that before they can actually be naturalized. Back in Nixon's day a study was commissioned into this, which found no advantage in going above 200 million (as it was then). Successive governments ignored this, amping immigration up, and 40 years on it's 50% higher and America has more problems than ever before. Heaven knows what it will look like if you let those high-end numbers come about but it's hard to see how it'd stay a First World country. Fight the good fight, FAIR.
