just because the dog is tied up to something doesn't mean its being abused. Don't people put something like that on a dog so it wont wonder away, or to take it for a walk? People have plenty of reasons why they put a tie on a dog so don't cry abuse unless you see it beaten. I've seen abused dogs and this doesn't look anything like it.
