It's for playing and capturing in HD. You can definitely get something cheaper. A lot of people use the Dazzle.

to save data for naruto accel 2 do you need a japanese memory card or can you use a english memory card if you need to use a japanese memory card will it work on a english PS2???

Memory cards aren't region locked so it does not matter.

Yes. He uses the 3rd Kazekage and if you do his lvl 2 ougi he'll remove his Akatsuki robe and fight using his body.

Those are things that will allow you to put videos onto your computer. You can probably find them at Best Buy, CompUSA, etc.
