Like western music has sharp and flat signs, koto music has symbols to indicate 1 step and 2 step sharp and to pull to make the string flat. Different schools use slightly different notation styles that can be a bit confusing, but it's not all that bad. They also have different symbols to indicate different playing styles with the tsume (pick) like playing with the side rather than the tip.
BTW: Koto (or Okoto) is NOT a harp, it is a zither.
