Snipers are not that strong at that level either and it would take more then 1 shot when i had played i forgot about the mission for a while. I had used 3 shots from the sniper 2 from the revolver and a bloodwing use to beat him (bloodwing took the shield and 3 sniper shots 1 crit) the revolver was because i was stupid and ran at him and did small damage with it.

the difference is the scatterguns bullets have a more wider spray and less damage and a shotguns bullets are clustered and explode on contact.
