As far as I understand, the whole nature of the design is that it uses a low-yield nuclear explosion (a lower yield requires a thinner casing, thus allowing more radiation to escape) as a catalyst. This necessitates a yield limit of 1-7 kilotons which, though low from a nuclear standpoint, is still 1-7 thousand tons of TNT. The neutron bomb was intended to be a deterrent for mass tank invasions, a major soviet strategy of the time.

You would need thousands of neutron bombs to kill an entire country's military. Typically, their yield is in tens of kilotons of TNT. So yes, they fuck up the neighborhood quite bad.

Because of that, and the concept of interchangeable parts, he made it possible to truly start mass producing stuff.
