Normal scholarships don't require you to pay back. But don't be fooled - Boren is NOT a scholarship!!! US gov't requires you to go to countries they deem "enemy states." It basically whittles down to the Peoples Republic of China. Then when you return, they require you to get debriefed by the CIA.
