Waste? It's an investment, and a win in a soccer game and on the World Cup level is really big for a nation. It's a source of proud and a cover up for all other shortcomings for governments like Saudi Arabia or the Islamic regime of Iran. For example Iran's win over USA in 1998 was a historical highlight for Iranians
