That is a problem and the child deserves to know it's American life, afterall it is the mother who decided to have a half American child. My husband returned to Japan to get his divorce and has not seen his daughter since. It is a shame that Tiera will be raised without her daddy. Children pay the price for the selfishness and ugliness of these japanese women.

In Japan no such laws exist and even if they did they would not be enforced. That is one of the weaknesses in the Japanese family law system. The courts, judges, and police don't enforce any courts orders. The parent with the child knows this and as a result they do what they want. Often that means no contact.
To see what happens to Dads who try to see their kids in Japan, Google: Christopher Savoie, Dad Jailed in Japan. Indeed, US family courts have the same policies on parental rights for US Citizens. It is organized crime based on inequality. In desperation, they spend 10s or 100s of $1000s on lawyers and psychologists trying to level the playing field. However, why has Japan not signed the Hague Convention on Rights of the Child? No child abducted to Japan has been returned to the U.S.
As King Solomon showed by threatening to divide the child into two halves, the true parent was proven to be the one willing to sacrifice in order to save the child. (I Kings 3:16-28.) Today, parents MUST BE PROHIBITED from claiming SOLE "ownership" of their children in order to save chldren from separation from the other parent..
They should not be able to pursue a FALSE SOLE OWNERSHIP through unequal custody rulings or by absconding to another country, but prompted to cooperate with the child's other parent, ideally within the same neighborhood, for the sake of the child(ren). This mother ripped the child's world in half, by stealing him away from his father and his birth home in CA.
With all the technology we have and all protocols we have to go through at airports for anti terrorism, you would think that the database that the airline air lines computers are connected to would pop up an alert when a passport is scanned that this kid is abducted, there is a court order of not leaving the country ect. It is all a joke and the government can do it but only uses it to spy on us.
A child who is half foreign will have a terrible upbringing in Japan. They will have a terrible time trying to fit in and will always be different and foreign. This is why my city in Japan has a school for students who are of dual nationalities.
