Seems to me that Headzup is just doing a good job of pointing out hypocrisy here. These government funds where intended to artificially prop up US industry which equates to blatant protectionism. However the government will not stipulate that these fund are intended to protect US jobs, since their stance, on the world stage, is anti-protectionist. Therefor Corporations are able to use these funds to further their own interests.

And "more jobs for Americans" is useless unless the economy picks up, which it might if companies can cut expenditure. The question isn't whether there are more jobs, but whether the people with the jobs are being paid fairly.

However, outsourcing is simply having another company do work that used to be done internally whereas offshore means having work done overseas that used to be done in our country. The term offshore is not limited to Americans doing the work. Likewise, the term outsource is not limited to overseas contracts. A company can outsource to a US based company or to a foreign company.

Outsourcing means greater capital for businesses, which means more wealth for workers (assuming the business reinvests their gained capital).
