you didnt need to re do the whole decking, as a painter and decorator from scotland, i have learned that you need a good quality POURRIS PRIMER, the term POURRIS means that the timber can breathe, and it allows moisture to escape from the wood, hence it doesnt cause the paint to blister/peel...hope that helps you out for future man
