For example, former UN Secretary-General Kofi Annan asked a team of advisors to come up with recommendations for reforming the United Nations by the end of 2004. One proposed measure is to increase the number of permanent members. the SC needs to adapt to the new times.

If you do not feel represented at the UN, you have no reason to trust in the organization. The current configuration of SC does not include any country in the entire Africa, Oceania and Latin America.
