So are all the ones who used them in the 60's cheats?

To tie it in to your last point, many police were openly racist and biased in the 60's. Just because there weren't laws in place preventing them from doing so doesn't mean they weren't still crooked and unjust.

After the test, he went on to defend his light heavyweight titles 5 more times (in spectacular fashion) and then went up all the way to 200lbs to defeat John Ruiz for his heavyweight title. That is what messed him up. He went all the way to 200lbs and then cut all the way down to 175 to fight Tarver. He was drained. He beat Tarver the first time, but it wasn't the same Roy, but the rematched shows how much dropping 30lbs drained him
