Um wrong. Rai-Oh says that you cannot add cards from your deck to hand except by drawing them. So, it prevents him from searching with charge not drawing with recharge.

Learn to play the game before you comment on misplays.

TKRO says you cant add cards to your hand except by drawing, that doesnt mean that it has to be during the draw phase only. When playing Solar Recharge you are drawing 2 cards, so there for TKRO doesnt stop it.
