If you are using Vegas Movie Studio (all Vegas products are similar), go to the time line, in the "event" you are trying to turn, look for a box on the right side. Pick it and a new window shows up. In this window you can pan your video, still image, zoom in/ out and rotate it any way you want. Note the time line at the bottom of the window that allows you to do any of these at different times during the play. Hope that helps.
