You got it right! I've thought the same when I first saw Games like Disgaea or Ragnarok! Especially knowing that in japan they're comps are like ten times better then what WE would get for the same price in america! so I don't get the point of low LOW poly... But I guess it's cuz of the way the whole map is dynamic and rendering at all time... but im not so sure tho...
I agree completely with your assessment of the limiting game conventions concerning combat vs. storyline. That's why the Legacy Of Kain games are so compelling. Massive storyline spanning thousands of years, the finest voice acting I have ever heard, ever--in cinema, games, or any audio medium, and environs that go for atmosphere rather than poly count. And I think it's an untapped market as well, ultimately poly count, combat and eye candy do not a great game make. Let's see more, you rock!

I am fairly fluent in 3ds max, I design enviroments only not in real time! is there any programes out there I could use? not any that require code, it also does not need to be a game engine its the enviroments im interested in doing in real time, also one where my own models and textures can be loaded.
Most of the tools that I'm familiar with are designed for programmers. However, you might want to look into a game/social environment called Second Life. While I'm not particularly a fan of the software, I believe it will do what you need fairly well. However it may cost a small amount of cash.
Personally I use SoftImage|XSI, but Maya is also another good choice. Some prefer 3D Studio Max. While Blender is usable, it's a fairly low end application in comparison to it's competition. Blender IS however free, whereas SoftImage, Maya and 3D Studio Max are extremely expensive.
How about like world of warcraft style battles. Or like riding animals or vehicles on the maps. Wold look perfect in this program.
