I was told that the manufacture cannot ship this model to Canada because it's not Canada compliant. For Canada, they require the wattage not to exceed some maximum wattage and they require special reflectors on the front, rear, sides which must have a certain rating, and they require special stickers to be located on the scooter in both English and French languages.

I live in canada, and can I ride this on the side walks beside the busy roads to get to work and back? I it okay with the police and everything?

Your bike has free lifetime technical support so all you have to do is visit the manufactures website at x-tremescooters dotcom then put a /support or hover your mouse over TECHNICAL SUPPORT at the top of any page, then click on "support ticket". Tell the tech everything about the issue, he will respond to you shortly with a solution, if it's under warranty, he will provide the part free of charge.
