Paul isn't incredibly articulate most of the time; this is both his strength (it makes him appear more honest) and his weakness.

To understand the general welfare clause one need look no further than the writings of our founders to see that it was applicable to Article I Section VIII.....
So on "Promote the general welfare" - the clause that the Federal government uses to justify all of their various involvements...I would argue that since we are the most unhealthy developed nation in the world that they should think of another way "promoting." Medicare obviously doesn't work to make anyone healthier except the Medical Industrial complex. Perhaps they should "promote" health by returning the burden of health to the individual.

Even then, health care is only a factor in life expectancy (various others include environmental reasons, eating habits, lifestyle, chronic diseases &c.). The definition of welfare known to the Founders was not the definition that Otto von Bismarck would first introduce over one hundred years later, but I agree.
