Actually I think Vinnie looks more like a character from the original Planet of the Apes. I think Bakshi doesn't care much for Italians when he makes the main character look like a monkey.

@Johnlindsey289 Not sure. Bakshi completed a version of this film that had live action backgrounds 1975 but it had to be remade. Vinnie's design might be the same in that version which would pre-date the Lupin films but not the manga. I think it's more likely he's based on typical teddy boy fashions from the 50s.
@Johnlindsey289 the only thing they have in common is a suit. Lupins suit and hair is more a 70s thing. Vinny is more a 50s characters. Lupins suit would have been seen as being too flamboyant and loud for that time.

1. They were never like that.
