If there is not much cartoons in your language you can succeed with low effort and stuff. Check "kapitan bomba" for instance :-)

If you know some music band you can ask them for some tunes or of your sister is groupie you can trade her for some music of artist who is known by some people...

I have Toonboom Animate and it is worth every pirated penny, an amazing piece of software. Flash is more aimed at the web app market, where as Toonboom is pure animation.
