It seems pretty obvious to me that this isn't the frog's regular substrate or habitat, you guys... it's probably just a container he put him in to feed him on video.

shouldnt feed fish to pacman frogs . they arent good they have parasites

What kind of substrate is that? Damp cotton? That might be Ok for feeding, but pacmans like to burrow, and don't like to stay damp all their lives.
