halo 3 recon is a game about an Orbital Drop Shock Trooper who landed in New Mombassa after Master Cheif went after the prophet. you play as the ODST on a lone mission to rid the city of the covenant. i saw the full trailer on IGN. looks pretty sweet. also New Mombassa's superintendent or "city mainframe computer" directs the player through the city.

I don't think it's part of the map-pack either because it had the Superintendant in it. It was in some ARG that they tried to start, but weren't allowed to follow through with after their game announcement was cancelled.
