Just to clear up the dates, it's indeed a reworking of part of a Dec 1963 speech at Western Michigan University. The "airtight cage of poverty" line is lifted from an Apr 1963 letter to church critics. So in a sense it's both. Some stuff's worth re-using. This certainly is.
