all Halo TWO skulls are legendary, except for Blind and Assasin (which doesn't do anything except on legendary)

and yes there are 2 rooms like this it's in the second one.

and no you don't need to finish level with it, just pick up and it'll start, then you can just chuck it away.

Best tips I can give are use charged plasma shots on elites, followed by a battle rifle to the head, and try to pick up a sword (by pissing off an ultra elite) or shotgun (in the armory) at some point. Stick grunts with plasma grenades and hope that they run back and destroy their own forces. Or just use the invisibility glitch. ;)

the effect of the thunder syorm skull is that all the elites and grunts have spec ops ranks.

@FSR218 The thunderstorm skull makes all covenant rank up. So blue elites go to red. Red goes to silver, etc.
