it depends on how u use the word,

"Chinese" and "chinese" can be quite different.

If u use a capital letter, ie Chinese,

people normally refer it to those who came from mainland China.

but if u use it with small letter, ie chinese,

it can simply be referring to ur cultural and traditional background

that is to say, u can call someone chinese from China, chinese from malaysia, chinese from veitnam chinese from Taiwan and so on.
