This is such incredibly bogus pseudo-science it is actually laughable. In order to ionize anything you would need add or remove charged particles such as electrons. Ionizing does not mealing "lining them up" :) Magnets do not do this. Furthermore, magnets do not affect gasoline...haha. Magnetic fields can affect ferrous material (iron), alpha particles and beta particles. I thought this was a joke till I did some research on this guy Dennis Lee.
That is very true. That is one of the reasons the USA justice department is once again working to put Dennis Lee in prison for this fraud. The FTC is working hard to get money back to Lee's defrauded victims. I will make a video on the subject.

I'm fairly certain there is no material in your car that can withstand the HEAT of a PLASMA.The amount of energy required to make a plasma is very high and exhaust heat doesn't even come close.
If an engine is extremely thermally efficient, the exhaust will have little heat content. That means there would be no energy in the exhaust to turn the fuel into plasma!
For the level of efficiency they claim, the exhaust would be almost cool to the touch.
