If the river was a second Ace, then Carroll would've had a set of Aces, but the pair of Aces on the board would've given the other guy a full house (4s over As). As the commentator said, Carroll needed the turn and the river to be in his favour, (Either A AND A or 9 AND 9). when the Jack came down on the turn, it was all over.
