That is not always the case, if your shy its not so bad if she is shy well thats a whole different thing. Best thing to do is do things together and physically get to know each other. That will give you things to talk about then you can start calling her. Im actually in this situation right now. Took me a month to get this girl comfortable but she is alot more open because we are together alot not just texting or on the phone. Thats my 2 cents for you and everyone else as well.
