I take it the doors are locked, or you would have opened them, right? I think you should probably not touch that valve. It looks to me, like it turns off the water to the fire sprinkler system. Not a bad thing to know were it is though. Just incase something happens to it, when there is no fire. You could be a hero, and run in there and turn it off before it causes much damage.
