It is difficult to take a 20 second clip and provide much context. Suffice to say that the 20 hours of video that were used in the civil rights case against the city forced the city to pay over $800,000 to the victims and their lawyers.
The longer video established that the people were unable to move back because there were too many people behind them. See all the legs jammed together when the camera turns around?

If nothing else, the Portland vídeos are extremely educative.
I was very happy to discover them some 2 years ago, and they have helped a lot to see a little more about the reallity of the world around us.

When a guy in riot gear with pepper spray says "Turn around and back up" it's much nicer to back up rather than get pepper sprayed.
Just my opinion.
Unless you like being a martyr. Then your short clip taken out of any context is perfect.
