This wasn't a glitch in metal gear solid 3 this was called a tactical reload and was part of the game the only reason they took it out of mgo2 they where trying to make the game more acceptable to the mass populace.

I don't know if I'd call it a glitch, but it can still be useful. Also you can make it a little quicker by messing with the weapon toggle so you only have to tap it twice.
