They aren't the US Army! They're the Red Army. Hulk is in USSR; Dr. Banner is a prisioner of the evil Soviets. I belive this was the only comic that Hulk (the "hero") KILLED the soldiers who attack him. It was 1966 (the Cold War) and the censors didn't protest... the dead were commies!
