While the water does slow him down when you piss him off, I got Death Machine on him too earlier, and I noticed it actually looked like it was hurting him (his clothes and skin were more torn) but after I went to Last Stand and came back, ((We were in the water)) he was all better. I ASSUME, that the water slows him again, but it also REGENERATES him... So later if I play I'll try to keep him out. My problem is I'm stuck soloing.
