The younger a kid starts and with the correct instruction, training and of course natural ability, the better chance he or she will develop into a top athlete or sportsman/woman. Certainly, you have a point about some kids in the park who are a hazard to themselves and others. If that's the case you'll find that a polite word explaining your concerns may go a long way.
