Your time estimates are also based on nothing. How fast an electronic device will be damaged by water is hardly an exact science.

The quality of the seal between the touch screen and bezel plays a factor. Whether the device has a physical keyboard is also something to consider. Depending on the design of the phone, water can and will flow through the gaps between touchscreen and bezel. It can flow in through seams, sim card slots, memory card readers, gaps in physical buttons, speakers, microphones, the headphone jack, etc.

Then one must also consider how well those components are sealed, which is not always observable without opening the device.

And like EonPeon said, water damage isn't necessarily permanent.I got the water out with a vacuum and now I'm letting it dry in a bag of rice. One of my friend's brothers blow dried it and blotted out the water with a towel. If it doesn't work after the TEN MINUTES it was submerged it'll have a good reason. Oh and at least I and another person tried to fix it! Not smash it like its a pinata.
