its only possible in the sense that a specially fitted camera with an IR lense can detect the infra red wavelength coming off of the heat of the body and give you something you can see as visable light. this can partially see through thin clothing but unless someone is wearing just a very thin shirt and nothing else, its impossible. It is a Filter that has filtered only the the top garment.
