Modernization in the Russian army means more and better protection to their soldiers, i think that in the soviet era "modernization" was only more fire power.

South Ossetia was an autonomous Oblast in Georgia until 1989 when they wanted to become a republic. Gamsakhurdia+others blocked it and removed the autonomy, later invading. This led to the 1991-1992 South Ossetia War (Russia was not involved other than working out a cease-fire) where 100,000 ossetians fled to Russia.
They aren't united against Russia.

The only way Russia seized South Ossetia, was when russian planes bombed it into the stone age.
