It's to stop people from driving in bus lanes :) Busdrivers push a button to lower the poles, and they come back up again after they've driven past. These people are dumb thinking they can sneak over before they come back up! It's illegal to drive in bus lanes.
And is a dumb design a pole coming like that. I suggest using light. That kind of devices requires a DC electric motor (w an H bridge and a lot of gears) or a AC motor (using an electronic control and that bunch of gears) and if that system fails (due a dumb driver for example) repairing it will represent a waste of time (for all the buses) Light its cheaper, simple and all the world loves the shiny things.

the reason for them is to reduce congestion and increase the use and efficiency of public transport. i think its fucking hilarious, there are signs everywhere but no 4x4 driver thinks i know im smart....kids in the back and everything. you can also be prosecuted for it, which is even better :).
