My map turtle does the same thing!! He lives in a 55 gallon long with a Fluval 4 plus set on high (plenty of flow). He grabs a hold of his turtle bone and will go from side to side.. I have to catch it on video. :)
We never use to have a place for him to rest and he would hook is claw into the suction cups of the heater but now that we know that he likes a ledge we have a few spots for him. He usually rest on the new filter below the little floating rock. There is enough room for him to sit and put his head out. He is much happier having this :)
he is humping the rock ,get him a girlfriend

does he need a stble land to sunbathe? or a please to rest without worrying of drowning while sleeping?

@AkariLee no, they stay in the same stpot so they wont make the platform somehow flip
