The man himself wasn't a politician he owned a large section of the paper mill industry. Hemp was threatening to become a new cash crop, and among the things it replaced was paper. It would have cost him million of dollar to covert all his old mills into hemp processing plants. So like you said he ran a massive scare camping to convince the majority of "white America" that it was this new super devil drug. Dudes name was William Randolf Hurst (sp?) if i remember correctly.

Plants can be illegalized, just like anything can be illegalized if it may cause harm to people. (Note that I'm not discussing cannabis now, but plants in general...)
