That's the type of album it is; Guns N' Roses is not the only band to have a CD of covers. Def Leppard, for example, released an album of covers last year. And covers in general can be quite excellent; some of them even turn out to be big hits for the bands that cover them. I'm really not sure what the rest of your post says... so I might be mistaken in thinking that you forgot to mention Use Your Illusion I&II, which have some great songs between the two of them.
