Billy originally had the blonde hair in the first 2 arcade games. Since the Genesis games were ports of the arcade games, this is why Billy is blonde in them. Jimmy originally had the darker hair, but it got switched around in just about every console game released from the NES version onward. One of the few games I know of where they didn't switch the original hair colors is the Neo-Geo/PS1 fighter.

Well, on Nes e Master System Billy has Red Rair.
On Nes Jimmy was Blond . On Master Jimmy has Blue Hair.
On Mega Drive Billy was Blond.
On GBA Version Billy has brown hair, and Jimmy is blonde (This image is from GBA Game)
