Actually moon dust is practically made of Helium-3, a key component in Nuclear Fusion, the energy source that's probably gonna replace oil. Not too mention all the metals and minerals that could be mined up there. The moon isn't just a floating space rock, it's an entire world a quarter the size of earth.

Bio plastic isn't a viable solution as is would cut down already decreasing world wide food production due to petrol related fertilizers. It's not the technology so much as the economics. No nation has enough economic horsepower to want to support a colony. A mission maybe, but it still would have to be justified.
I think mars 2020 would be the appropriate goal. Lets think about it: we have all these american industrial jobs at risk. We have a recession. We have these new rockets coming on line. We need a unifying challenge. Mars is the only suitable challenge. No need to justify it with science goals: it is our destiny to explore the universe. That is what people have always done, and what we should continue to do.
If Obama wants one theme, Mars would be the right choice.
