It can be. If you're playing the 360 version, then sure. But if you play the PS3 version where most people play with a mouse and keyboard, then it's almost as tough as the PC. You'll have a slight advantage over the guys who don't, but it's the closest any console game has come to simulating the difficulty of a PC game.
