whenever i go in the link of the second download, it says selectbutton is down for maintenance. is that supposed to happen? when i open it in winrar, it just goes to the link. if i say open with winrar, it just gives me an error. help?

I need help. The pSX_1_13.rar file, and the LSD - Dream Emulator (Limited Edition).rar file keep opening with internet explorer. And every time I try to click it and open it, keeps saying "Send Error Report" and nothing happens. P.S. I'm not an admin on my computer, so I don't know if it'll work. Help me. ;-;
