You can get Vader on a PC version editing the save file with binary editor software such as 010 Editor.

You need hardware that lets you connect your 360 harddrive or memory unit to your PC. The most common one is XPort, which you can get online for like $35. Most people use it to get easy achievment points and mod Halo 3 or 2.
