Genocide city was supposed to be a single act level and had nothing to do with graveyards or zombies. It was a simple misunderstanding of the English language on the part of sega in japan. They wanted a dangerous sounding level name and that was a beta name. The level was later made into a third act for metropolis zone.
@Xilosphere Seriously, Sonic 2 was to have a story, SEGA wanted it, but it was not up to a cartridge, they decided to delete this project. In history, after defeating Robotnik in Chemical Plant, the factory exploded, the explosion destroyed the entire city and killed everyone who lived there, except Sonic and Tails, because they escaped flying, Genocide City act 2 would actually be passed in a graveyard without badniks, but with zombies!
