Yes, but if you want to use it on a global network, you need that networks sim card hence the Verizon card does nothing because Verizon does not exist globally (excluding vodaphone). so .derka der.
well vodaphone is in 30 or so countries and the verizon world phones are supported in 220 countries without replacing the sim card so they must roam on other carriers besides vodaphone. even if it did only roam on vodaphone only the sim card would still serve a purpose and would not be a "dummy card." just call verizon to activate the card

no you can put your at&t sim card inside the sim card is only if you go over seas
