The 'voices' are the way traditional Indian musicians count the time. Each syllable represents the duration and sound of the note, sort of, on the Tabla. And there are set rhythms whose name escapes me now. You will find it alot on this type of music. It is basically the equivalent of Western Musicians saying "1234". The second time they do it is probably just for flash, but maybe to get everybody in line with the ending.
